Ha transcurrido un año y ocho meses desde que los tres órdenes de gobierno anunciaron acciones para atender la problemática del lirio acuático y el mosco culex en la presa Endhó, y para los miles de afectados los resultados siguen sin llegar a pesar de todo que se habla de un gasto de muchos millones de pesos.
En este fracaso existe una total falta de coordinación entre la gente de gobierno. Así, mientras la federación asegura que de octubre a la fecha ha retirado la mitad de lirio existente, el estado reporta haber atendido 670 hectáreas mediante trituración; sin embargo, ambos informes no corresponden a la realidad.
Hoy en día, al comenzar el mes de junio, el problema crece y cada vez son más los afectados pues el mosco no reconoce fronteras o límites territoriales. Lo único que está claro es una gran inversión en infraestructura, maquinaria, combustible, personal operativo, pero de resultados cero.
Recordamos que en octubre del 2024 integrantes del Movimiento Social por la Tierra promovieron la visita a la presa de funcionarios federales de la SEMARNAT, en lancha la recorrieron, pero nada más. Hoy se asegura que los líderes del MST han encontrado aquí su minita de oro y están desaparecidos del movimiento de lucha.
En esa ocasión se informó que se comenzaba el proceso de licitación para triturar el lirio en una superficie estimada en 980 hectáreas. De igual manera, se habló del recurso para combatir el mosco mediante fumigaciones y otras acciones complementarias. Todo ello bajo la coordinación del funcionario federal, Jaime Vázquez Bracho, no hubo resultados y sí una absoluta descoordinación con el estado y los municipios de Tula y Tepetitlán.
Posteriormente, el mismo Vázquez informó que ya no se trituraría, debido “a la carga orgánica de nitratos y fosfatos” que podía incorporar al cuerpo de agua y se decidió cambiar la estrategia para comenzar ahora con la extracción del lirio en lugar de la trituración. Llegaron dragas anfibias, embarcaciones sargaceras y apoyo de la Marina, pero de resultados nada, el poco avance fue solamente con las trituradoras.
La desesperación creció, porque ni el estado ni la federación presentaban avances palpables. Así, en febrero del año pasado hubo jornadas de fumigación con larvicida Zero Sika, adquirido por Conagua con un gasto de 40 millones de pesos. Paralelamente se realizaron jornadas de nebulización a cargo de CENAPRECE y SEMARNAT con resultados muy pobres.
La población vio con expectación y esperanza la llegada de brigadas, equipo como bandas transportadoras, marinos, etc., pero de avance nada, más bien surgieron conflictos entre camioneros por disputarse el trabajo del acarreo.
El tiempo ha pasado, ante la presión de la población se han establecido fechas fatales pero no se cumplen los compromisos. El propio Vázquez Bracho ya no se presentó a las reuniones y entonces asumió la responsabilidad el delegado de Conagua en Hidalgo, Félix Brambila, pero las cosas no han mejorado.
A final de cuentas, recursos económicos sí han existido, pero de resultados nada o muy poco para ser optimistas, y la percepción es que los recursos supuestamente invertidos no corresponden a los resultados. Actualmente, la responsable por el gobierno federal es Mayela Godínez, titular de la Gerencia de Planificación Hídrica de la Conagua, quien suele hacer recorridos con medios de comunicación nacionales haciéndoles creer un escenario que no corresponde a la realidad.
Hoy, la federación sostiene que la superficie de la presa cubierta por el lirio ha disminuido; el gobierno del estado asegura que ya atendió cientos de hectáreas, pero los vecinos de los municipios de Tepetitlán y Tula que padecen este problema comprueban que la realidad es otra.
La reunión programada para este 4 de junio en SEGOB genera una nueva expectativa entre las comunidades afectadas, que esperan además un mayor compromiso de sus autoridades municipales, sobre todo en el caso de Tula cuya participación ha sido mínima, por no decir que inexistente de acuerdo con la gravedad del tema.
